According to the present invention, an electrophotographic conductive member includes a conductive shaft core body and a conductive elastic layer around the conductive shaft core body. The conductive elastic layer has a modulus of elasticity of 1 to 100 MPa. The conductive elastic layer includes a matrix containing first rubber and a plurality of conductive domains diffused in the matrix. Each of the conductive domains contains conductive particles, and the conductive elastic layer includes an area containing second rubber around the conductive domain. When the modulus of elasticity of the matrix equals to R_1, and the modulus of elasticity of the area containing the second rubber equals to R_2, the modulus of elasticity R1 and R2 satisfy R_1 R_2.
