According to the present invention, a passive RFID reader comprises: a communication module for transmitting and receiving a target tag, a plurality of reference tags, and a wireless frequency signal; a memory in which a program for estimating a phase difference of the target tag is stored; and a processor for executing the program stored in the memory. The processor calculates each phase difference of the plurality of reference tags and the target tag for each frequency, calculates each distance between the plurality of reference tags and the target tag based on the calculated phase difference, and estimates a phase difference of the target tag based on the calculated distance and a preset ideal phase difference value of each preset reference tag by executing the program.;COPYRIGHT KIPO 2017
