The present invention relates to a polymer-modified concrete composition including a shrinkage reducing binder and a repairing method for a concrete structure using the same and, more particularly, to a polymer-modified concrete composition reducing early shrinkage cracking by using polymer-modified concrete including a room temperature-polymerized polymer for concrete modification subject to copolymerization for 5.5 to 6.5 hours at a room temperature of 40 to 50 degrees Celsius and at 0.1 to 0.3 atm and a shrinkage reducing binder in which polyethylene glycol (H-[OCH2CH2]n-OH), calcium sulfoaluminate (3CaO3Al2O3CaSO), and inorganic binder are mixed and a method for repairing concrete structures such as roads paved with concrete and concrete of bottom plates of bridges by using the same.
