A leakage current does not flow when the earth is dry, and flows to the earth when raining or after rain. The present invention relates to an apparatus for detecting and warning a leakage current at that time, and the installation is completed by embedding the apparatus in the earth which is close to an electric facility and is also spaced apart therefrom, so that the upper surface of the apparatus of the present invention is flush with the surface of the earth. The apparatus according to the present invention is an apparatus for detecting and warning an electric leakage and an electric shock occurring when raining or after rain, wherein a red warning light flashes only when an electric leakage is present. The apparatus is inserted into the middle of a partial flow path of a leakage current by blocking the path of the leakage current flowing from non-charging metal into the earth. The apparatus of the present invention comprises an electric leakage inlet and outlet, an apparatus body and an electric leakage detection internal circuit module, for serving as an electric leakage detection antenna and for providing a function of extracting and absorbing, and discharging the leakage current of an amount required to be used as a power source from and to the earth.
