The present invention relates to a method for manufacturing a steel pipe coating paint comprising a chitosan ceramic, to the paint manufactured thereby, and to a paint-coated steel pipe. By supplying the paint excellent in antibacterial performance and heavy metal ion adsorption removal performance by containing chitosan, it is possible to form mineral water good for biocompatibility through removal of heavy metal ions, antibacterial function, antifungal function and oxygen supply, to have a function of securing stain resistance by forming a fine water film having affinity with excellent water retention property. In addition, it is also possible to supply the water safely to an end use site for reasons of sanitation, and to make the flow of the fluid smooth in the long term.
