According to an embodiment of the present invention, a method to manufacture an airbag of a rubber dam includes: a first step of providing a plurality of internal sheet units containing ethylene propylene rubber (EPDM); a second step of providing a first outer sheet unit containing ethylene propylene rubber (EPDM) and a second outer sheet unit containing ethylene propylene rubber (EPDM); a third step of stacking the internal sheet units, placing the first outer sheet unit on the uppermost internal sheet unit, and placing the second outer sheet unit under the lowermost internal sheet unit; and a fourth step of thermally vulcanizing and attaching the first outer sheet unit, the internal sheet units, and the second outer sheet unit, which are stacked. The rubber dam includes: an airbag placed on a concrete foundation installed in a widthwise direction of a river and erected and lodged depending on the inflow degree of fluids; and a clamping part fixing the airbag to the concrete foundation by pressurizing both ends of the airbag. The first step includes a step of preparing a first internal sheet containing ethylene propylene rubber (EPDM) and a second internal sheet and placing a nylon reinforcement sheet between the two internal sheets, and then, thermally vulcanizing and attaching the sheets to manufacture one inner sheet unit, and repeating the procedure to manufacture a plurality of independent internal sheet units.
