The heterogeneous networks include various small cells such as femtocells and picocells in addition to the macrocells. Existing signals (e.g., PSS and SSS) configured as search reference signals DRS may not be sufficient for the UE to search for different cells in the heterogeneous network. The described aspects provide approaches for managing cell IDs for various DRS configurations to improve UE discovery of different cells in heterogeneous networks. In an aspect, the UE receives a first reference signal (e.g., based on PCI) configured to perform base station measurements by the UE. The UE additionally receives one or more second reference signals (e.g., based on VCI associated with PCI) configured for measurement by the UE. The UE performs base station measurements based on the first reference signal and one or more second reference signals.
