PROBLEM TO BE SOLVED: To provide a technology capable of assisting in considering alteration of a ground-breaking rule.SOLUTION: A ground-breaking rule alteration device that alters a ground-breaking rule employed in preparing a production plan includes a storage unit that stores a currently applied ground-breaking rule, a production planning unit that calculates a productivity index on the assumption of using a production plan for each production plan logic that is a combination of ground-breaking rules for each production process, a selection frequency display unit that presents a frequency by which the ground-breaking rules contained in the production plan logic are selected over a predetermined period of time, and a productivity index attainable which the selected ground-breaking rules are employed in production, a productivity index display unit that reads the currently applied ground-breaking rules from the storage unit, and specifies and displays an alteration point in the ground-breaking rules needed at the time of employing the production plan logic relating to the calculated productivity, and a logic selection unit that accepts selection and input of a production plan logic and applies a production plan.SELECTED DRAWING: Figure 1
