PROBLEM TO BE SOLVED: To provide a method for easily and quickly decomposing and purifying an electron-donative environmental pollutant, and for realising fuel cell power generation by biomass, electron-donative compound or an environmental pollutant using the same, in order to replace the activated sludge method mainly used for decomposing and purifying waste liquid or the like, which has problems with its decomposing ability or post-treatment.SOLUTION: The present invention achieves, under a condition where there is no activated sludge, quick decomposition and purification of most of the waste liquid or the like by irradiation of far infrared rays with an extremely simple device and realises fuel cell power generation using various biomass, an electron-donative compound or an environmental pollutant.SELECTED DRAWING: Figure 1
