PROBLEM TO BE SOLVED: To avoid or reduce congestion without changing setting of all network devices related to global processing and route change when the congestion occurs.;SOLUTION: In a transmission path changing system built such that a logical network construction device superimposes two or more different logical networks on a physical network constituted by data transfer devices, a communication quality management device includes a topology information acquisition unit that acquires topology information of the logical network, a congestion detection unit that detects congestion in the logical network and identifies a congestion section on a data transmission path, and a divert processing unit that searches for a logical network that is a divert destination candidate, connects the logical network having the congestion section and the logical network of the divert destination candidate, and diverts at least a part of content data to the logical network of the divert destination candidate.;SELECTED DRAWING: Figure 2;COPYRIGHT: (C)2018,JPO&INPIT
