PROBLEM TO BE SOLVED: To detect respective individuals with an individual in action discriminated from an individual in standstill on the basis of shot images of a fixed-point camera, and display the individuals with the individual in action discriminated from the individual in standstill.SOLUTION: A raw image input unit 110 is configured to sequentially input a shot raw image P(t) as an image of a frame unit, and a background difference image preparation unit 130 is configured to prepare a background difference image D(t) as a difference between the raw image P(t) and a background image BG. An inter-frame difference image preparation unit 140 is configured to prepare an inter-frame difference image F(t) as a difference between two raw images P(t) different in a time t. An overlapping presence or absence determination unit 150 is configured to determine presence or absence of an overlapping part with respect to each difference area within the inter-frame difference image F(t) as to respective difference areas in the background difference image D(t), and an individual recognition unit 160 is configured to recognize each individual as a standstill individual and active individual on the basis of the determination result.
