PROBLEM TO BE SOLVED: To process a message transmitted from an on-vehicle device of another vehicle by order corresponding to a state of a self vehicle.SOLUTION: A vehicle-to-vehicle communication section 110 receives a message transmitted from another on-vehicle device. A state acquisition section 120 acquires a state identifier for identifying a state of a self vehicle. A policy acquisition section 130 selects a priority sequence policy associated with an acquired state identifier from a policy file 191. The policy acquisition section 130 acquires a priority sequence associated with a type identifier for identifying the type of a received message from the selected priority sequence policy.
