PROBLEM TO BE SOLVED: To obtain an appropriate electrification state in response to an operation state of vehicles.SOLUTION: In a control circuit 301, an electrification condition of a heater 1 is preliminary stored that corresponds to each of a normal mode, an intermediate consumption mode and a low consumption mode, any of operation modes in response to an operation mode signal to be input from an electronic control unit 210 is selected (S104 to S116), and the control circuit 301 causes an electrification actuation of the heater 1 corresponding to the selected electrification condition to be executed via a drive circuit 302, which in turn enables a change of a generation temperature of the heater 1.
