The acquisition unit acquires the consumption amount per unit time of resources consumed by the specified device. The feature extraction unit compares assessment information and the consumption amount to detect whether the specified device is in a used state or in an unused state. The assessment information is information for assessing, on the basis of the consumption amount, whether the specified device is in the used state or in the unused state. The determination unit determines, on the basis of the change of the used state of the specified device detected by the feature extraction unit, whether a resident of the house has returned home or not. The output unit outputs a return home signal at a time when the resident has returned home.
