PROBLEM TO BE SOLVED: To provide a driving diagnostic device and a driving diagnostic method which determine that a driver of an own vehicle has a low degree of risk when the same takes an appropriate driving action even though the own vehicle comes close to another mobile body at an intersection.SOLUTION: When a distance between an own vehicle and another mobile body becomes not more than a predetermined distance while the own vehicle takes a right or left turn at an intersection and a driver does not reduce a speed of the own vehicle before the distance between the own vehicle and the mobile body becomes not more than the predetermined distance, a driving diagnostic device determines that the driver has a degree of risk higher than the previously determined degree of risk and an insurance fee higher than the previously calculated insurance fee. When the driver reduces the speed of the own vehicle before the distance between the own vehicle and the mobile body become not more than the predetermined distance, the driving diagnostic device maintains the previously determined degree of risk for the driver.
