PROBLEM TO BE SOLVED: To improve the drying efficiency of biomass fuel, save energy, and reduce emissions by using the flue gas residual heat of a power plant. SOLUTION: 1) Stepwise utilization of flue gas residual heat, 2) primary high-temperature high-speed hot air drying, 3) secondary medium-temperature constant-speed hot-air drying, 4) tertiary low-temperature accelerated drying, and multilayer belt dryer ( 1) and a facility including a system for recovering heat from flue gas residual heat in stages. The multilayer belt dryer (1) partitions the multilayer transport belt (1-1) and the transport belt (1-1) to form a high temperature zone (2), a medium temperature zone (3), and a low temperature zone (4). A horizontal partition plate (1-2) is provided, a high temperature air inlet (5) at the front end of the high temperature zone (2), a high temperature air outlet (6) at the rear end, and a medium temperature air at the front end of the medium temperature zone (3). A transport belt is provided with an inlet (7), a medium temperature section exhaust port (8) at the rear end, a low temperature wind inlet (9) at the front end of the low temperature section (4), and a low temperature section exhaust port (10) at the rear end.
