PROBLEM TO BE SOLVED: To provide an oxide dispersion strengthened tempered martensitic steel having excellent corrosion resistance, toughness and high-temperature properties.SOLUTION: The content of residual ferrite in a complex phase structure of tempered martensite and the residual ferrite is regulated to be 30 vol.% or less.
