The onset risk determination device includes a detection unit, a determination unit, an estimation unit, and a change unit. A detection part detects the index value for determining the onset risk of heat stroke. The determination unit determines an onset risk corresponding to a difference between the index value and the reference value from a plurality of stages of onset risk based on the reference value, and notifies the user of the determined onset risk. The changing unit changes the reference value when it is determined that the index value detected by the detecting unit after the notification by the determining unit satisfies a predetermined condition.
