PROBLEM TO BE SOLVED: To provide an advertisement distribution device, advertisement distribution method, advertisement distribution program, user terminal, and advertisement request program in which the browsing completion rate of a video advertisement by a browser is improved and thereby advertisement effects by the video advertisement can be increased.SOLUTION: An advertisement distribution device of an embodiment includes an advertisement information storage unit, a condition storage unit, a selection unit, and an output unit. The advertisement information storage unit stores information on a plurality of video advertisements having different lengths of playback time. The condition storage unit stores selection conditions related to the length of playback time of a video advertisement. The selection unit selects video advertisement information to be provided to a user terminal, from among the plurality of pieces of video advertisement information, on the basis of the selection conditions stored in the condition storage unit.
