PROBLEM TO BE SOLVED: To suitably perform estimation of a measurable region or a measurement omission region of a water bottom topography of a river by an aircraft laser sounding device.SOLUTION: A river topography measurable region determination device 2 has a calculation processing device 4 for estimating a measurable region based on a measurement result of a water bottom at a plurality of longitudinal positions of the river and an observation result relating to a flow of the river. The calculation processing device 4 includes: a water level estimation part 22 for estimating a water level at the other longitudinal position using a flow rate acquired from an observation result relating to the flow of the river relating to a specific longitudinal position which is one of the plurality of longitudinal positions and the observation result relating to the flow of the river at the other longitudinal position other than the specific longitudinal position; a water depth estimation part 24 for estimating a water depth at each point of the river by interpolation processing between the longitudinal positions based on a cross-sectional shape and the depth at each longitudinal position; and a measurable region estimation part 28 for estimating a region in which the water depth is below the maximum measurable depth of an aircraft laser sounding device as a measurable region.
