A communication device communicates with an external device. The communication device includes: a metering packet transmission unit that transmits a metering packet at a first moment of transmission; a return packet receiving unit receiving a return packet at a second receive time, the return packet being transmitted as a response to the metering packet at a second transmitting time by the external device, the return packet including information refers to a processing time indicating a duration from a first receive moment at which the metering packet is received by the external device, to the second transmitting moment, the return packet having the same packet size as the metering packet; and a delay time specification unit which specifies, as a round-trip delay time, a duration obtained by subtracting the processing time from a duration between the first transmission moment and the second reception moment.
