Device for manufacturing a tube skirt from a flexible strip comprising a frame an elongate cylindrical mandrel (30) a means used to advance and guide said strip to place it in the form of a sleeve around the mandrel (30) one of the side edges of said strip overlapping the other side edge in order to form an overlap region to be welded an internal heating means (32) located inside the mandrel (30) for heating the internal face of the overlap region and an internal cooling means (33) located inside the mandrel (30) for cooling the internal face of the overlap region and downstream from the internal heating means (32). The device is characterised in that said cooling means (33) is arranged facing the overlap region and configured to be in direct contact with the overlap region zone.
