A recombinant bifunctional protein that possesses the activities of tumstatin and CD137L, characterized in that the protein comprises the amino acid sequences of the active fragments of tumstatin and the extracellular region of CD137L, in which the sequences of tumstatin and CD137L are fused through a flexible peptide linker, wherein the amino acid sequence of the active tumstatin fragment is selected from SEQ ID NO.65 to SEQ ID NO.68, in which the amino acid sequence of the peptide linker is selected from SEQ ID NO .69 to SEQ ID NO.76, in which the amino acid sequence of the extracellular domain of CD137L is selected from SEQ ID NO.77 to SEQ ID NO.80.
