An indoor air temperature regulating apparatus utilizing changes in outdoor air temperature. Water pump one (6) and valve one (4) are provided on a pipe between an indoor liquid-cooled radiator (2) and a thermally insulating box (1). Water pump two (7) and valve two (5) are provided on a pipe between an outdoor liquid-cooled radiator (3) and the thermally insulating box (1). A liquid work medium (8) and a heat-absorbing material (9) are provided within the thermally insulating box (1). The heat-absorbing material (9) is surrounded by the liquid work medium (8) in the thermally insulating box (1). The outdoor liquid-cooled radiator (3) and the indoor liquid-cooled radiator (2) are structurally identical and are water-cooled radiators provided therein with corresponding fans. Also provided between the thermally insulating box (1) and valve one (4) is the cooling/heating air conditioner (10). Also, the liquid work medium (8) flows from the thermally insulating box (1) first to the cooling/heating air conditioner (10) and then to the indoor liquid-cooled radiator (2). The solution adds the conventional cooling/heating air conditioner (10) between the thermally insulating box (1) and the indoor liquid-cooled radiator (2), as in the case of a semiconductor cooling/heating air conditioner and a compressor cooling/heating air conditioner; the liquid work medium (8), after flowing out of the thermally insulating box (1), is first introduced into the conventional cooling/heating air conditioner (10) for cooling or heating and is then introduced into the indoor liquid-cooled radiator (2).
