Disclosed are a booting method, a booting device and an Android intelligent apparatus. The booting method comprises: starting ActivityManagerService in a SystemServer process created by a Zygote process in a booting process; the ActivityManagerService sending, in a FinishBooting function or other processes, a customized BOOT_P0 broadcast so as to start a system service or system application with the first priority; after pre-set time since the customized BOOT_P0 broadcast is sent, sending a customized BOOT_P1 broadcast so as to start a system service or application with the priority second only to starting of the customized BOOT_P0 broadcast; and after pre-set time since the customized BOOT_P1 broadcast is sent, sending an original ACTION_BOOT_COMPLETED broadcast for starting a third-party application and/or a system service with the third priority. Customized BOOT_P broadcasts can be also added according to the number of system services needing to be started so as to successively start, in the booting process, applications or services needing to be started according to a priority order, thereby preventing system jamming caused by occupying a CPU due to the fact that numerous applications or services are started at the same time in a concentrated manner, reducing a burden on a system, and improving the smoothness of system operation.
