The present invention relates to a cosmetic composition for recovering UVB skin damage, which includes a miR-142-3p suppressant for suppressing the activity of miR-142-3p. The composition of the present invention contains an mRNA binding activity suppressant of miR-142-3p as an effective component, and miR-142-3 suppresses binding with BMAL1 mRNA, and thus, the expression of BMAL1 genes, which affect the activity of DNA damage recovery, is increased, so the composition is excellent in recovering skin damage caused by UVB.
