The present invention relates to an apparatus and a method for producing hydrogen water having an antioxidant function which abundantly contains dissolved hydrogen which performs an effective role in an antioxidant action of a human body by hydrogen blowing. The present invention is configured to purify and sterilize water for producing hydrogen water, form the hydrogen water by supplying hydrogen gas to the purified and sterilized water, package the formed hydrogen water into a hydrogen water container, inject the hydrogen gas into the hydrogen water container to a saturated state by blowing, and then block a leakage of the hydrogen gas by sealing the hydrogen water container. According to the present invention, since the concentration of hydrogen is increased to a saturated state by hydrogen blowing, it is possible to provide high-concentration hydrogen water, and extend a shelf life to two years, such that it is possible to distribute the hydrogen water without problem at stores in a market. In addition, the hydrogen water of the present invention not only has an excellent antioxidant function but also suppresses an accumulation of fine dusts in a body, unlike general water, and has excellent effects of preventing, improving and treating pneumoconiosis caused by an accumulation (deposition) of fine dusts in a lung, and allergies and inflammations caused by fine dusts.
