The present invention relates to an electrical lighting panel lifting device for a vehicle which can draw an electrical lighting panel in and out of the vehicle reliably as needed. The electrical lighting panel lifting device has an open upper surface, has a storage space arranged therein to store the electrical lighting panel, and selectively draws the electrical lighting panel in and out of the vehicle. The electrical lighting panel lifting device includes: a lift driving unit which has the electrical lighting panel fixed and coupled thereto, is installed on the lower surface of the storage space to vary the length, and draws the electrical lighting panel in and out of the vehicle; and a rotational driving unit which is arranged on a side of the lift driving unit to rotate the lift driving unit to rotate the electrical lighting panel. The electrical lighting panel lifting device can rotate the electrical lighting panel after selectively and reliably drawing the electrical lighting panel arranged in the vehicle to the outside of the vehicle to effectively deliver promotional contents while precisely drawing the electrical lighting panel into the vehicle when the vehicle moves, thereby ensuring a safe vehicle operation.
