The present invention relates to a surface-modified graphene transparent electrode, a manufacturing method thereof, and a device including the same. The method for manufacturing the surface-modified graphene transparent electrode includes the steps of: coating a 3D base material including an uneven part with nitrogen-doped graphene; and forming a conductive material on the 3D base material coated with the nitrogen-doped graphene. Accordingly, the present invention can manufacture the surface-modified graphene transparent electrode with high transmittance and conductivity by modifying the surface of graphene using dopamine, which is a bio material.
