The present invention provides a method for extracting a regulation from a regulation database (21) in which regulations are previously stored as a text, and checking legality by using a building information file (IFC). Especially, words extracted from a regulation are divided by an object, an attribute, and a consistency value, an object is divided by any one of either a spatial object or a regional object, the attribute is divided by any one among an identification attribute, a shape attribute, a physical property attribute, and a reference attribute, and the consistency value is assigned to at least any one combination of the divided object and the attribute. Therefore, automation is possible, and accuracy is increased.
