Provided is a residual stress controlling apparatus for forming a coil spring, and comprises: a roller-shaped electrode disposed in contact with a spring wire material to be coiled and rotated according to movement of the spring wire material; a contact support unit connected to the roller-shaped electrode and supporting the roller-shaped electrode so as to be held in contact with the spring wire material; and a current supply control unit connected to the roller-shaped electrode and reducing residual stress in the spring wire material coiled by a forming tool while supplying current to the spring wire material through the roller-shaped electrode. In the residual stress controlling apparatus for forming the coil spring, the roller-shaped electrode is disposed in contact with the spring wire material, and the contact support unit maintains the roller-shaped electrode in a stable contact state with the spring wire material. As a result, the current supplied from the current supply control unit can be stably transferred to the spring wire material, and the residual stress having coil ring molding completed in the spring wire material can be controlled to be lessened.
