The present invention relates to a vector comprising: a promoter having sequence number 1; and an hEGF expression site including a gene encoding a human epidermal growth factor (hEGF). In addition, the present invention comprises microalgae transformed by the vector; a production method for one or more selected from an hEGF protein and a PTD-hEGF protein by using the transformed microalgae; and a cosmetic composition comprising one or more selected from the hEGF protein and the PTD-hEGF protein produced by the production method. The hEGF protein and the PTD-hEGF protein produced according to one aspect of the present invention, unlike conventional hEGF proteins produced in E. Coli, can fundamentally eliminate the risk of endotoxicity, and thus may be used as a raw material for eco-friendly cosmetics.
