Provided are a moral decision making module, a robot including the same, and a moral decision making method. According to an embodiment of the present invention, the moral decision making module is mounted on the robot. The moral decision making module includes: an input unit for receiving a command for an action of the robot from a user; and a selection unit for obtaining a utility value according to an execution result of each of alternatives to the command by using a utilitarian decision model, selecting one or more of the alternatives by using the utility value, and selecting a final alternative among the selected alternatives by applying a deontological normal rule of the robot set in each of the selected alternatives. Accordingly, the present invention can increase a communication level between the robot and a human.
