The present invention is a rotary type thermal power rotating engine. The present invention relates to a thermal exchanger for converting conduction thermal energy into rotational power energy for a purpose of generating temperature difference between natural materials in thermodynamics, and comprises the thermal exchanger and a rotary power engine. The thermal exchanger consists of a thermal exchanger cylinder block cast with CNT with excellent thermal conductivity. The rotary power engine repeats expansion and contraction strokes of mercury and vapor mixed fluid in a closed circuit to form a four-stroke cycle of one revolution. The present invention is a future-oriented thermal engine capable of protecting a natural environment by suppressing CO2 and fine dust discharge by replacing current thermal power generation power with a thermal motor of the present invention as a natural energy thermal engine by non-combustion.
