The present invention relates to a hybrid flow phase penton treatment apparatus for treating non-biodegradable wastewater. More specifically, the present invention comprises: a reaction tank having a reaction space part inside; a wastewater supply part for supplying wastewater; a penton oxidation material supply part for supplying a penton oxidation material; a main supply part for supplying wastewater supplied from the wastewater supply part and the penton oxidation material supply part and a penton oxidation material to the reaction tank; a crystal body located in a large quantity in the reaction space part of the reaction tank, and attaching sludge generated in a reaction process while flowing in wastewater supplied from the main supply part; a treatment water discharge part for discharging treated water processed in the reaction tank; and a sediment discharge part for discharging sludge precipitated in sludge generated in a reaction process in the reaction tank. According to the present invention, treatment efficiency is improved by treating contaminants of wastewater by a penton oxidation material and a crystal. Also, an amount of sludge which is generated and precipitated during a treatment process can be reduced, and thus it is possible to reduce sludge treatment costs.
