The present invention relates to a guillotine shear blade block and a guillotine shear device using an alloy steel having a high hardness, high shock resistance, and high abrasion resistance. According to the present invention, the guillotine shear blade block comprises: a blade block body (11) to cut a scrap; and one or more penetrating holes (12-1, 12-2) formed in a thickness direction of the blade block body (11). According to the present invention, the guillotine shear device comprises: a frame (35); guide grooves (36-1, 36-2) vertically extended and formed on both side surfaces of the frame (35); and an operation plate (40) movably connected along the guide grooves (36-1, 36-2). One or more of the guillotine shear blade blocks (10) are horizontally fastened with a bottom side of the frame (35). One or more of the guillotine shear blade blocks (10) are fastened with a bottom side of the operation plate (40) by being inclined by a pre-determined inclination angle. According to the present invention, the alloy steel for the guillotine shear blade comprises: 0.40-0.50 wt% of carbon (C); 0.50-1.00 wt% of silicon (Si); 0.50-1.50 wt% of manganese (Mn); 1.0-1.2 wt% of chrome (Cr); 1.5-2.5 wt% of nickel (Ni); 0.30-1.30 wt% of molybdenum (Mo); and remaining iron (Fe). According to the present invention, in a guillotine shear blade, a hardness is maintained from a surface layer unit to a deep layer unit by using the alloy steel having a high hardness, high shock resistance, and high abrasion resistance. In addition, the present invention is able to remarkably increase the time to use and to reduce costs at the same time.
