Disclosed are a device and a method for generating a virtual reality image for reducing cyber-motion sickness. The device for generating a virtual reality image for reducing cyber-motion sickness according to the present invention comprises: an area dividing part dividing an area in which an image is output into a plurality of partial areas; a selection area setting part setting a selection area for outputting a main image of the image among the plurality of partial areas; and an optical guidance output part determining whether an attention image for concentrating attention of a user other than the main image is included, and outputting an optical guidance signal for concentrating the attention of the user from the selection area in which the main image is output to the partial area in which the attention image is output, if the attention image is included in the image. According to the present invention, a virtual reality image capable of reducing cyber-motion sickness without impairing reality and immersion of a virtual reality can be generated.
