The present invention relates to a highly efficient composite wetland system for reducing pollutants of rainfall effluent. The present invention increases the efficiency of processing pollutants included in rainfall effluent through an artificial wetland. The highly efficient composite wetland system for reducing pollutants of rainfall effluent comprises: a sedimentation site which is formed on a relatively upstream side to settle impurities included in rainfall effluent; a wetland unit which is formed to be able to purify water quality by removing organic pollutants while letting rainwater, flowing from the sedimentation site, flow; a guiding means which has one end portion, located in water on the rear end of the wetland unit to prevent floating matter, floating on a surface, from entering, and the other end portion arranged to be embedded in a boundary unit to guide water, purified by the wetland unit, to a downstream side; an underground flow wetland module unit which is connected to the other end portion of the guiding means and is arranged to be filled with a functional ceramic carrier to enable phosphorus included in the purified water to be removed by inserting the purified water, discharged through the guiding means, and discharging the purified water through a lower portion; and a discharge unit which has an outlet having one end portion, connected to a discharge side of the underground flow wetland module unit, and the other end portion forming an outlet in the same location as a low water level while the outlet is formed to have a diameter enabling inserted rainfall effluent to remain for a long time in the artificial wetland until the inserted rainfall effluent is discharged from a predetermined plan water level to the low water level.
