A satellite-based total cloud cover calculation archive server (20) in a satellite-based system for calculating a total cloud cover by using machine learning of the present invention includes: a preprocessing unit (110) for creating input data of a machine learning model by using the brightness temperature and reflectivity transmitted after being observed at an observing satellite (10), in which cloud misrecognition pixels such as snow cover are distinguished; a cloud cover determination unit (120) for determining the total cloud cover by sequentially executing the machine learning models trained for each group, through the machine learning model input data created in the preprocessing unit (110); and an image display and location aggregation unit (130) for displaying the result of the total cloud cover, which is calculated by the cloud cover determination unit (120), as aggregation information for each image and location.;COPYRIGHT KIPO 2018
