The present invention relates to a method for processing and recycling sludge and wastewater, which are generated in a process for pulverizing waste concrete and recycling the waste concrete as aggregates. According to the method of the present invention, only fine particles are separated from the sludge composed of a cement component and a sand component, and calcium carbonate is coated on the surface of the fine particles using a mineral carbonation technology, and thus the fine particles can be produced as a high functional compound used for cement, mortar and the like.
