The present invention relates to a transparent bio wrap, and more particularly, to an oxo-biodegradable transparent bio wrap composition including biomass and a biodegradation catalyst, which is obtained by the following steps: adding an epoxidized soybean oil which is a carbon neutral type plant plasticizer, a biodegradation catalyst, a component for maintaining freshness and the like to a vinyl chloride resin to produce a raw material composition for a food packaging material; and extrusion-molding the mixture in the form of a film, and thus the bio wrap composition realizes excellent transparency, flexibility and mechanical properties in a harmonious manner while being able to maintain carbon reduction, biodegradation and freshness maintenance functions, to a transparent bio wrap produced by extrusion-molding the composition and to a manufacturing method thereof.
