According to the invention, this device comprises a vertical mobile part intended to press against the post while a flexible cable stretched by a winch maintains the frame against the base of the post, said vertical part being actuated by a fixed hydraulic block, consisting of a thrust cylinder, a manual pump with removable lever and an incorporated oil tank, this device further comprising a connecting stirrup consisting of two metal plates, two support rockers allows the transmission of the thrust, as well as a connecting pin removable and adjustable depending on the inclination of the post. The rear rollers are preferably made of rubber in order to deform so that the frame carries on the ground during its use.
