To provide a ceramic capable of emitting infrared light having a sufficient intensity while suppressing the transmission of radiation from a heat source, and to provide a method of manufacturing the same.SOLUTION: A ceramic emitter for a thermal photovoltaic device of the present invention is a ceramic made of metal oxide polycrystal represented by any one of the following composition formulas: RTO, RTO, RTiO, RZrO(R is Yb or Er and T is Nb or Ta).
