To provide an arithmetic processing device achieving a multilayer overlapping neural network circuit performing recognition processing using a fixed point, which can reduce a capacity of a memory.SOLUTION: An arithmetic processing device achieving a multilayer overlapping neural network circuit performing recognition processing using a fixed point includes: a learning processing part which performs weighting or learning of a bias using learning data and calculates initial weighting or bias of the multilayer overlapping neural network circuit; a trial recognition processing part which subjects a part of the learning data or input data to recognition processing using the initial weighting or bias; and a processing part which calculates the weighting or bias processed by multiplying the initial weighting or bias by a positive constant number.SELECTED DRAWING: Figure 1
