To allow for suppression of electric power consumption while maintaining necessary cooling capacities according to a situation at each time.SOLUTION: A heat exchange pipe 16 buried in a melted water pit 15 immediately below a snow mountain is constituted of a plurality of branch pipes 51-1 to 51-N, and the branch pipes 51-1 to 51-N form flow channels(first, second, third, ..., and N-th flow channels ), respectively. Switching valves 52 (a first switching valve 52-1, a second switching valve 52-2, a third switching valve 52-3, ..., and an N-th switching valve 52-N) are provided at brine inflow ports in the branch pipes 51-1 to 51-N, respectively. Each switching valve 52 may be configured to each flow channel. A necessary number of switching valves 52 are controlled so as to be in an "open" state according to a situation.SELECTED DRAWING: Figure 1
