To provide a scale for encoder having improved location accuracy on a substrate surface and improved fixation strength on the substrate surface, an encoder including the scale, and a method for manufacturing the scale for encoder.SOLUTION: A scale for encoder has: a pedestal having a low part, a high part, and a first step surface connecting the low part and the high part; a scale having magnetic property, and arranged at the low part so as to contact with the first step surface; and a magnet arranged so as to be opposite to a region, which straddles over the high part and the low part with the scale arranged therein, via the pedestal.SELECTED DRAWING: Figure 1
