PROBLEM TO BE SOLVED: To provide an interactive rule selecting device, interactive device, interactive rule selecting method, interactive method, interactive rule selecting program, and interactive program that can implement an utterance response by using only an interactive rule among a plurality of interactive rules which matches a desired condition.SOLUTION: A plurality of interactive rules which includes a set of an utterance pattern and a response utterance to an utterance of the utterance pattern, and to which at least one of genre information and flag information indicating whether or not the response utterance is inappropriate is applied are given as an input, and based on a setting file defining a condition for selecting an interactive rule and relating to at least one of the genre information and flag information, an interactive rule satisfying the condition is selected from a plurality of dialog rules.SELECTED DRAWING: Figure 1
