A discussion assistance system 10 for assisting in discussing a discussion topic comprising a plurality of elements, said discussion assistance system 10 being provided with: a statement acquisition unit 201 which acquires the content of a statement made by a speaker about the discussion topic; a statement analysis processing unit 203 which breaks down the acquired statement into a plurality of words; a question generation unit 210 which, on the basis of the obtained words, identifies an element corresponding to the acquired statement, from among the plurality of elements, and determines whether or not the plurality of elements further include an element that has a cause-and-effect relationship with the identified element, wherein if it is determined that the plurality of elements include an element having a cause-and-effect relationship with the identified element, then the question generation unit 210 generates a question about the discussion topic on the basis of the other element; and a question output unit 212 which outputs the generated question.
