To provide a pet toilet cover which facilitates fixing work and replacing work of a cover member that prevents scattering of pet urination, and also to provide a pet toilet.SOLUTION: The pet toilet cover includes: a roll member 3 that are arranged in the circumference of a pet toilet 2; and a plurality of prop members 4. The roll member 3 comprises a bottom plate part 5, a shaft part 6 and a film roll 7 while the prop members 4 comprises the bottom plate 5, support part 9, and posts 10. A cover film 8 drawn from the film roll 7 is hooked on the posts 10 of the midway in the circumferential direction and stretched between the film roll 7 and the post 10 as well as between the posts 10. The tip end part of the cover film 8 is freely attachably/detachably fixed with a fastener 11 on the posts 10 of the end position in the circumferential direction. The shaft part 6 may be formed in a pipe shape, as may be the posts 10. The cover film 8 may be detachably fixed with the fastener 11 on the posts 10 of the midway in the circumferential direction.SELECTED DRAWING: Figure 6
