PROBLEM TO BE SOLVED: To speedily determine whether or not, health information measured from a measured person is health information of the measured person.SOLUTION: An attribution determination apparatus comprises: a communication section 410 which receives health information on a measured person measured by a measuring device 200, a first signal acquired by the measuring device 200, authentication information on an authenticated person extracted by an authentication device 300, and a second signal acquired by the authentication device 300; a biological authentication section 420 which authenticates an authenticating person based upon the authentication information; an offset time processing section 441 which controls the measuring device 200 to impart synchronizing pulses to the first signal and second signal before starting acquiring a part to be used for matching processing of the first signal, and synchronizes the first signal and second signal based upon the synchronizing pulses; and a matching processing section 443 which performs the matching processing to determine whether the health information is health information on the authenticated person based upon the first signal and second signal having been synchronized by the offset time processing part 441.SELECTED DRAWING: Figure 1
